Builsa District is bounded to the north and east by the Kassena-Nankani District, to the east by the Sissala District
and to the south by the West Mamprusi District. The district capital is Sandema.

Historically, the Upper East Region is part of what used to be the Upper Region (Upper East and Upper West), which was
itself carved out of what used to be the Northern Region on 1st July, 1960.
From 1902 the old Northern Territory was a British protectorate until 1960 when it was separated into the Northern and
Upper Region. The Upper Region was later apportioned into Upper East and Upper West in 1983 during the PNDC rule.
The process actually started in 1980 when what eventually became Upper West was run on an experimental base as a semi-autonomous
region with Wa as the administrative centre, even though the Upper Regional Minister at Bolgatanga exercised overall responsibility.
Problem in the District
BUILSA : Drinking has become too much.
Mr. Roger Abolimbiisah, Member of Parliament (MP) for Builsa South has expressed concern about the rate of alcohol consumption
in the Upper East Region and called for extensive education on its harmful effects and the need for limitation.
He said a recent report survey on "Alcohol Consumption" which put the Upper East Region on top of all the regions,
was regrettable and that if nothing was done about it to reverse the trend, life expectancy of the population would be reduced.
Mr. Abolimbiisah expressed the concern when he addressed the Tamale Polytechnic branch of the Builsa Students’
Union (BUSU) at their annual get-together and handing over ceremony to their newly elected executive.
"I am not against alcohol consumption in its totality but the rate at which our people consume it was just too much,"
he said and that it was necessary for the joint effort of all to embark on aggressive education to ensure that people limited
their consumption rate.
He called on the government to come out with a pragmatic policy, which was agriculture oriented to engage the people to
be productive to refrain from their unlimited alcohol consumption.
Mr. Abolimbiisah advised the students to act as agents of change and refrain from any acts that would impede their studies
and progress, and should adopt lifestyles worth emulating by children in their various communities.
He also asked the students not to introduce party politics into their ranks since politics, when not understood properly
was likely to divide them and would defeat the purpose for which the union was formed.
He educated the students on the Domestic Violence Law (DVL) and "The role of the Parliamentarian" to give a
better understanding of MPs roles to correct the impression that MPs were not working or contributing in Parliament.
Mr. Joseph Apandiok, outgoing president of the BUSU called on the Builsa District Assembly to invest in children’s
education to ensure growth and development.
He said there was a high intake of alcohol and "Indian Hemp", in the Builsa District by older persons and called
on them to stop or not to smoke in open to ensure that the younger generation did not emulate their bad habits.
Mr. Apandiok stressed the need to set up a Career and Guidance Counselling Unit in the district to help children to achieve
their career goals and to ensure that social vices were limited to enhance the development of the area.
